SMSC Clean Up Day
Bring a rake, enjoy the fellowship, and have

served. Any amount of time given to your club is appreciated.
The range will be open after clean up only to those who have helped with the
clean up. SMSC, Inc. is successful
because of the members and volunteers who take pride in the SMSC, Inc
environment.
1. SMSC Open House is an opportunity to see SMSC improvements, give suggestions and comments, and join in the fellowship with a lunch that will be provided. The lunch will consist of BBQ, chips, and beverage. Hope to see you there.

· NRA Certified Instructor Training develops NRA Certified Instructors who possess the knowledge, skills, and attitude necessary to conduct the NRA Basic Firearms Training Courses. The 6-hour Instructor Training is a prerequisite to the disciplines; such as rifle, handgun, shotgun, etc.
o No instructor training is scheduled at this time
Youth BB Gun Safety Class
This class is available for six youth who are interested in learning BB
gun safety. There is no cost for this
class.
Eye and ear protection will be furnished.

Youth Rifle Safety Class
This class is available for six mature, responsible, law-abiding youth for a $10.00 fee. The fee will cover a textbook and certificate. Eye and ear protection, use of .22 single action rifles and ammunition will be provided.

White Pines Sportsman’s Club, Pine Island, will be starting a United States Practical Shooting Association event with only handguns because there is lack of open space required for 3-gun (handgun, rifle, shotgun).
- The practical shooting attempts to measure the ability to shoot rapidly and accurately with a full power handgun, rifle, and/or shotgun. Those three elements – speed, accuracy, and power – form the three sides of the practical shooting triangle. By design, each match will measure a shooter’s ability in all three areas. Competitors move, negotiate obstacles, run, speed-reload, and drive their guns through each of several courses as fat as their skills will allow. .

Ruled Unconstitutional, Violates Individual Right To Own A Gun

The week of March 5, the D.C. Circuit Court of Appeals ruled that the Second Amendment is an individual right and concluded that the District of Columbia’s ban on guns in the home is unconstitutional. According to the majority opinion, "[T]he phrase 'the right of the people'...leads us to conclude that the right in question is individual." Also, earlier this week, Second Amendment supporters on Capitol Hill introduced H.R. 1399 - the "District of Columbia Personal Protection Act."
To summarize, it is concluded that the Second Amendment protects an individual right to keep and bear arms. That right existed prior to the formation of the new government under the Constitution and was premised on the private use of arms for activities such as hunting and self-defense, the latter being understood as resistance to either private lawlessness or the depredations of a tyrannical government (or a threat from abroad). In addition, the right to keep and bear arms had the important and salutary civic purpose of helping to preserve the citizen militia. The civic purpose was also a political expedient for the Federalists in the First Congress as it served, in part, to placate their Anti-federalist opponents. The individual right facilitated militia service by ensuring that citizens would not be barred from keeping the arms they would need when called forth for militia duty. Despite the importance of the Second Amendment's civic purpose, however, the activities it protects are not limited to militia service, nor is an individual's enjoyment of the right contingent upon his or her continued or intermittent enrollment in the militia."
While the court decision was certainly great news, Second Amendment supporters on Capitol Hill introduced H.R. 1399 - the "District of Columbia Personal Protection Act." This legislation, by Representatives Mike Ross (D-Ark.) and Mark Souder (R-Ind.), seeks to restore the constitutionally-guaranteed Second Amendment rights of the residents of the District of Columbia.
This legislation had a record high number of cosponsors in the 109th Congress (235 cosponsors for the House version, and 41 cosponsors for the Senate version). The House has voted on this issue four different times over the past eight years but the Senate has yet to consider it.

Bolt-Action Rifles
· Remington Arms Company, Inc is voluntarily recalling a limited number of Model 710 bolt-action rifles as a result of its discovery, during routine test firing, that some Model 710bolt-action rifles as a result of its discovery, during routine test firing, that some Model 710 rifles manufactured between July and October 2002 may have been assembled with an improperly made "Safety Detent Spring." Although unlikely, there is a possibility that the manual safety arm mechanism in such a rifle could fail to fully return to the "safe" or "on" position.
· If you own a Model 710 rifle please enter your serial number below to determine if your firearm needs to be inspected or repaired as part of the recall. WARNING: Use of a rifle with an improperly functioning safety could lead to an accidental discharge, resulting in personal injury, death or property damage. Owners of Model 710 rifles subject to this recall should not attempt to diagnose or repair their rifles themselves.
· No other Model 710 rifles, or other models of Remington firearms, are subject to this recall.
· Anyone who currently owns or possesses a Model 710 Rifle subject to this recall, or who purchased one and gave it or sold it to another party, should contact Remington immediately by calling 1-800-243-9700, or 1-336-548-8700, Monday through Friday

Remington is extending the Safety Modification Program
·
Remington is
extending through December 31, 2007, its Safety Modification Program to remove
the bolt-lock mechanism from certain Remington bolt-action centerfire firearms
made prior to March, 1982. (Post-1982 bolt-action firearms were not
manufactured with bolt-lock mechanisms). To determine whether your firearm has
a bolt-lock mechanism and is subject to the safety modification program, click
on the model listed below and follow the directions included.
· The unloading process for most bolt-action firearms with a bolt-lock mechanism cannot begin unless the manual safety is placed in the ‘F” or “Off or Fire” position. If you participate in the program your firearm will be modified to eliminate the bolt-lock feature and you will be able to unload your firearm while the safety is kept in the “S” or “ On Safe” position. The operation of your firearm will not otherwise be affected.

Safety
· A burglar can be discouraged by the presence of various home security devices installed and may pass up your home to seek easier targets. A burglary usually takes place in a matter of minutes. Are locks put into the ‘locked’ position when appropriate?
· It is a good idea to keep your packages, briefcase, purse or other belongings on your lap, between your feet or between your foot and the wall of a bus, dining area, etc.
